STUMPAGE/RENT DISBURSEMENT REPORT FOR 1ST JANUARY 2002 - 30TH JUNE, 2002

INTRODUCTION

The office of Administrator of Stool Lands (OASL) and Forestry Commission (FC) are responsible for the management of the Forest proceeds on behalf of stool landowners.  While the FC manages the Forest and collects revenue by way of stumpage the OASL ensures that the stool landowners are fairly treated in the disbursement of any stumpage in accordance with the prevailing laws.

To enhance transparency in the disbursement of any forest proceeds, the OALSL and FC have jointly agreed in a memorandum of understanding to publish quarterly disbursement reports aimed at bringing transparency into the system.  However, due to some teething problems, the first quarter report could not be published, hence the release of this six month report.  It is hoped that subsequent releases shall be on quarterly basis.

BASIS OF DISBURSEMENT

Section 267 (Sub section 6) of the 1992 constitution of the Republic of Ghana provides that Revenue accruing from Stumpage/Rent shall be distributed as follows:

• 10% to Administrator of Stool Lands (OASL)
  
• 25% TO Stool
  
• 55% to Traditional Council

SHARE OF PROCEEDS

During the period payments to beneficiaries were: -

• Stool Landowners              1,504 billion
• District Assemblies             3.313 billion
• Traditional Council              1,209 billion
• TOTAL                              6,026 billion
