The following petitions were received after the
bidding:
- Messrs. A. D. K. Timbers - Application to withdraw
as lot 1 (Nueng South Forest Reserve) bid winner - TRF
US$51,000.00 - Annex 3a
TREC decided that the issues raised by the company
required verification in the field. TREC noted
that the company should have inspected the TUC
lot prior to the bidding in order to ascertain
any damage caused by illegal chainsaw operators
in lot 1.
- Messrs. Wood Merchant
and Trading Co. - Petition
against transfer of our bid offer for lot 4 (Bimpong
Forest Reserve) - Annex 3b.
The TREC was of the view that there was no legal
basis for the petition and that the bidding procedures
should have been followed by the company as explained
to them prior to the opening of the bids. The company
could have delegated someone to stand in for them
in their absence.
- Messrs. Nkoransah Lumber
Co. Ltd. - Application
to withdraw as lot 8 (Tano Offin No 4 Forest
Reserve ) bid winner - TRF US$439,081.00 - Annex
3c
The TREC was of the opinion
that the company should have inspected the area
prior to the bidding and
that if the company put in the bid for the area
it did so at their own peril. Consequently, the
company will forfeit their bid bond in fulfillment
of bidding conditions. TREC observed the tendency
of collusion with Messrs. Tepa Sawmills so that
the company could pay less. TREC therefore, did
not recommend the company's request that the offer
should go to the second highest bidder (Tepa Sawmills
Co. Ltd.) for that lot.
The withdrawal of Lot 1
and lot 8 therefore reduced the expected annual
timber rights fee (TRF) from
US$2,151,034.00 to US$1,689,703.00.
