Over-capacity has been a daunting problem in the sector.  Shortage of raw material has always been on the priority list of industry problems.  Competitive bidding provides an objective and politically less costly means of gradually rightsizing the industry.  The confidence in the rightsizing induced by the competitive bidding process is that the most efficient and competitive firms have the best of chance of surviving.
